Instructions
- Preheat oven to 375 degrees Fahrenheit and lightly grease a 9×13 inch baking dish.

- Spread the cooked beef evenly in the prepared baking dish.

- Sprinkle shredded cheddar cheese over the corn layer.
- In a mixing bowl, whisk together flour, baking powder, remaining 1/2 teaspoon salt, and granulated sugar.
- Stir in milk, eggs, and melted butter until smooth to form the topping batter.
- Pour the topping mixture evenly over the layered filling.
- Bake for 30 to 35 minutes, or until the top is golden and set in the center.
- Allow the casserole to rest for 5 to 10 minutes before serving.
