Instructions
- Preheat oven to 190 degrees Celsius and lightly grease a baking dish.
- In a mixing bowl, whisk together the flour, baking powder, salt, and black pepper.
- Add the cold cubed butter and cut it into the flour mixture using a pastry cutter or fork until it resembles coarse crumbs.
